Section 6
Formation of the Council

(1) There will be a Judicial Establishment Council to act as the supreme body of the establishment.
(2) The composition of the Council shall be as follows:
(a) Chief Justice – Chairman
(b) Minister of Law, Justice and Parliamentary Order – Member
(c) Vice-Chairman, National Planning Commission – Member
(d) Two members from among the judges of the Supreme Court (e) Attorney General – Member
(f) One member from among the retired judges of the Supreme Court (g) Dean, Faculty of Law, Tribhuvan University – Member
(h) one of the Judges of the Appellate Court – member
(h) One member from among the persons who have taught law for at least five years as a professor (j) President, Nepal Bar Association – Member
(k) One member from among the Judges of the District Court (l) Three members representing women, tribals and Dalits from among the persons who have obtained a bachelor's degree in law and have worked in the field of justice and law for at least fifteen years. (d) Executive Director – Member – Secretary
(3) The Chief Justice shall nominate the members as per clause (d), (f), (h), (j) and (k) of sub-section (2) and the members as per clause (l) shall be nominated by the Government of Nepal. The term of office of the nominated members will be two years.
(4) If the council deems it necessary, it may invite any expert working in the field of law and justice to participate in the meeting of the council as an observer.
